CIAA's track record and KU investigation

Like all other well wishers of KU, we are also eagerly waiting for departure of Suresh Raj, Sitaram and Bhadraman into jail. In this respect, we are looking for some information. After visiting CIAA website, I am yet to find the charge sheet against corrupt KU officers. In this page, we can see charge sheet of CIAA against Mr. Jalan Kumar Sharma, who, on invitation by Suresh Raj Sharma, stormed KU premise to attack another co-founder of KU Prof. Surendra Raj Kafle. Moreover, we were interested to find out the status of the corruption case of It seems that there will be judgement in cases of Jalan Kumar and Madan Raj very shortly because the charge sheet against one of them pins him down as a real corrupt goon. However, the main worry is regarding non-appearance of charge sheet against KU authorities.

CIAA, after gaining all the necessary biting teeth with anti-corruption bill by Sher Bahadur Government, is trying to crusade against corruption in Nepal. Recent conviction of former governor Bijaya Nath Bhattarai shows that CIAA can effectively carry out investigations. Moreover, CIAA website has detailed status of the corruption cases it has investigated and legally proceeded against. I am really surprised to see that in 85% of the cases CIAA has successfully pinned the sinners. Out of 462 "Abuse of authority cases," CIAA has successfully indicted 391 persons. This is not a mean feat. Given the nexus,connection and jacks working in Nepal, one would not predict even 50% convictions. So, CIAA needs to be felicitated based on these figures.

Qualitatively, CIAA has not been able to pin down the offenders in political corruption. Except Mr. Hongkong Rana, no other political person is convicted in CIAA case. Khum Bahadur Jee and Govinda Raj Jee have their multiple cases dismissed. Nepali press and bloggers cried foul over it. Perceptibly, people know the truth. This is where CIAA seems to have bungled and made a mess of its duty.

We are also worried because of this bungling of CIAA in certain cases. CIAA has already convicted many who used false certificates to secure job, promotion and so on. In KU, Sitaram Adhikary has provided admission to some people with false certificates. This is where Sitaram can be nailed down. As mentioned in our previous blogs, Prof. Dr. Pushpa Raj Adhikary also knows the corruption of Prof. Dr. Sitaram Adhikary. We will be very happy if CIAA summons Prof. Pushpa Raj Adhikary and find out from him whether he has claimed Sitaram to be involved in massive corruption or not. With the admission case and the statement of Prof. Dr. Pushpa Raj, I am sure that CIAA will be able to convict Sitaram Adhikary. Once Sitaram Adhikary is convicted, conviction of Suresh Raj is a mere formality.

However, things are not as easy as we have claimed. Suresh Raj and Sitaram have amassed so much of the money that they can buy anyone and influence the legal course. Moreover, by their ability to give anything in KU, they can get their corruption in KU dismissed. Anyway, lets us look into the list of corruption they are involved in;

1) Using false certificate to provide admission against established requirement in KU.

2) Awarding contract to a relative for construction of Management building.

3) Awarding "Bus facility contract" and involving in issuing of fake bus passes.

4) Awarding contracts of KU cafterias to relatives of Bel Prasad and buying back their old goods in original price.

5) Awarding contracts to computer/hardware/software suppliers who palm the grease of Bharaman Tuladhar.

6) Buying KU furnitures/amenities/official stationaries from long time commission payers.

7) Buying KU resort on inflated price to seek commission for KU authorities.

8) Misusing KU vehicles as personal property.

9) Using KU staff bus to carry all the relatives of Suresh Raj to Sindhuli during Dashain.

10) Granting undue promotion to brother Mukunda Raj Upadhyay, who deserves to be mere peon, in KU.

11) Granting undue study leaves and promotions to "piglets of KU farm" Brijesh Adhikary, Manish Pokhrel, Daniel Tuladhar, Sarad Adhikary.

12) Using Bhola Thapa to mentally torture one good dalit staff of KU.
